A cost figure collected in one city, or one billing cycle, does not transfer to another. Where we publish ranges, the range reflects what we actually observed, not what is theoretically possible. Use the range to sanity-check a quote, not to replace one.
Third-party figures
Where a figure comes from a third party (a regulator, a vendor's documentation, a public dataset), we cite it and label it as such. We reproduce it faithfully but cannot guarantee that the third party's own number is right.
